This talk explores why AI must be transparent, explainable, accountable, and ethically efficient, and how existing laws fall short in addressing its complexities. With some countries already enacting dedicated AI legislation, India faces a crucial moment: to develop a discipline of law that ensures responsible innovation. The talk will highlight the importance of AI impact assessments by stakeholders and propose a framework for India to balance technological progress with ethical safeguards. A globally recognized leader in cyber and emerging technology law, Dr. Pavan Duggal has spent over 37 years shaping the legal architecture of the digital age. His expertise spans Cyber Law, AI Law, Quantum Law, Blockchain, Metaverse, and Data Protection. He played a pivotal role in drafting India’s landmark Information Technology Act, 2000, and has advised over 40 governments and UN agencies on digital policy, cybersecurity, and AI governance. An accomplished educator, he has empowered 32,500+ students across 175+ countries through Cyberlaw University. A prolific author of 200+ books and a distinguished speaker with 3,700+ global engagements, he continues to influence policy worldwide. He leads multiple global institutions, driving the vision of secure, ethical, and inclusive digital frameworks.
